Percentage Parser
Implement PercentageParser<T extends string>.
According to the /^(\+|\-)?(\d*)?(\%)?$/
regularity to match T and get three matches.
The structure should be: [plus or minus
, number
, unit
]
If it is not captured, the default is an empty string.
For example:
